The answer is to this question is very complex.
It would be much easier to build a motivation if it comes from a single source and works for all people.The reality is that motivation can be a lot different things. It can come from within a person , encouragement from other people, guidance and support. Some are self motivated and eager to be in the gym while others make excuses.
Two commonly discussed approaches for evaluating motivation are INTRINSIC and EXTRINSIC MOTIVATION and SELF EFFICACY.

INTRINSIC MOTIVATION
People who are intrinsically motivated report being physically active because they truly enjoy it ,(e.g happiness, freedom,and relaxation)maximal effort ,and persistence when faced with barriers.while many people truly enjoy being physically active,very few are completely intrinsically motivated.
EXTRINSIC MOTIVATION
People who are extrinsically motivated report being physically active because of some external factor(e.g to lose weight ,to be healthy ,to make their spouse happy ,to look good ,or to meet new people)and are likely to experience feelings of tension ,guilt or pressure related to their participation.Very few people are entirely intrinsically or extrinsically motivated.

SELF EFFICACY.
It’s an important motivational concept because it deals with positive thinking which is an important precursor to motivation. It is particularly relevant in challenging situations in which people are trying to achieve their goals. In the context of exercise, self efficacy is defined as the belief in one’s own capabilities to successfully engage in a physical activity programme.
Self efficacy is positively related to motivation because when people believe that they can effectively engage in exercise behavior,they do so with positive attitude and more effort and persistence.
